Si Patrick Boisvert, le ministre de l\u2019\u00c9conomie et des Finances assurant l\u2019int\u00e9rim, \u00e0 sa place, en tant que Premier ministre, est tenu au courant de son lieu d\u2019h\u00e9bergement, \u00e0 San Juan, Porto-Rico, il ne dit rien au peuple ha\u00eftien. Depuis qu\u2019une manifestation orchestr\u00e9e contre lui, le vendredi 8 mars, par des ressortissants ha\u00eftiens s\u00e9journant dans cette possession am\u00e9ricaine, exigeant sa d\u00e9mission, il est port\u00e9 disparu. Seuls des agents du F\u00e9d\u00e9ral<\/span><br \/>\n<span style=\"color: #000000;\">Bureau of Investigation (FBI) charg\u00e9s de sa surveillance,<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">Les <\/span><span style=\"color: #000000;\">rapports de presse sur la crise <\/span><span style=\"color: #000000;\">ha\u00eftienne, ainsi que les articles <\/span><span style=\"color: #000000;\">de journaux, m\u00eame dans les <\/span><span style=\"color: #000000;\">grands m\u00e9dia am\u00e9ricain et <\/span><span style=\"color: #000000;\">d\u2019autres pays du monde, dont <\/span><span style=\"color: #000000;\">les principaux acteurs sont la <\/span><span style=\"color: #000000;\">communaut\u00e9 internationale <\/span><span style=\"color: #000000;\">(l\u2019ONU), \u00e0 la remorque des <\/span><span style=\"color: #000000;\">\u00c9tats-Unis et Ariel Henry, <\/span><span style=\"color: #000000;\">n\u2019exposent pas la r\u00e9alit\u00e9 objectivement. <\/span><span style=\"color: #000000;\">Seules les interpr\u00e9t\u00e2mes <\/span><span style=\"color: #000000;\">des faits et les recoupements <\/span><span style=\"color: #000000;\">jettent un certain \u00e9clairage <\/span><span style=\"color: #000000;\">sur les zones d\u2019ombre. En <\/span><span style=\"color: #000000;\">tout cas, il y plein de non-dits <\/span><span style=\"color: #000000;\">dans ce qui est rapport\u00e9 dans la <\/span><span style=\"color: #000000;\">grande presse, une strat\u00e9gie <\/span><span style=\"color: #000000;\">imputable aux sources d\u2019informations <\/span><span style=\"color: #000000;\">officielles voulant <\/span><span style=\"color: #000000;\">doser ce qu\u2019il faut mettre \u00e0 la <\/span><span style=\"color: #000000;\">connaisse du publique.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\"><strong>E<\/strong>n tout cas, les activistes <\/span><span style=\"color: #000000;\">ha\u00eftiens doivent se f\u00e9liciter que <\/span><span style=\"color: #000000;\">les gangs arm\u00e9s d\u00e9clenchant <\/span><span style=\"color: #000000;\">leurs derni\u00e8re vagues de violence, <\/span><span style=\"color: #000000;\">ont port\u00e9 la communaut\u00e9 <\/span><span style=\"color: #000000;\">internationale \u00e0 changer leur <\/span><span style=\"color: #000000;\">politique ha\u00eftienne, par rapport <\/span><span style=\"color: #000000;\">\u00e0 Arielle Henry, en faisant sa <\/span><span style=\"color: #000000;\">arche-arri\u00e8re sur leur politique <\/span><span style=\"color: #000000;\">de r\u00e9tention du Premier minis<\/span><span style=\"color: #000000;\">tre de facto \u00e0 la primature.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">En tout cas, alors qu\u2019il n\u2019y a <\/span><span style=\"color: #000000;\">m\u00eame pas trois mois, Mme <\/span><span style=\"color: #000000;\">Isabelle Salvador, chef du Bu<\/span><span style=\"color: #000000;\">reau int\u00e9gr\u00e9 des Nations Unies <\/span><span style=\"color: #000000;\">en Ha\u00efti (BINUH\u00a8) et repr\u00e9sentante <\/span><span style=\"color: #000000;\">sp\u00e9ciale du secr\u00e9taire <\/span><span style=\"color: #000000;\">g\u00e9n\u00e9ral \u00e9mettait un message en <\/span><span style=\"color: #000000;\">r\u00e9ponse aux demandeurs de la <\/span><span style=\"color: #000000;\">d\u00e9missions d\u2019Ariel Henry, s\u2019<\/span><span style=\"color: #000000;\">est produit une volte-face spectaculaire <\/span><span style=\"color: #000000;\">des tuteurs de celui-ci. <\/span><span style=\"color: #000000;\">En r\u00e9ponse \u00e0 cette position, <\/span><span style=\"color: #000000;\">jug\u00e9e radicale, de plusieurs <\/span><span style=\"color: #000000;\">membres de l\u2019opposition exigeant <\/span><span style=\"color: #000000;\">le d\u00e9part du neurochirurgien <\/span><span style=\"color: #000000;\">et son rempla\u00e7ant par une <\/span><span style=\"color: #000000;\">administration bic\u00e9phale, <\/span><span style=\"color: #000000;\">Mme Salvador devait \u00e9mettre <\/span><span style=\"color: #000000;\">un communiqu\u00e9 d\u00e9clarant <\/span><span style=\"color: #000000;\">qu\u2019un chef de gouvernement <\/span><span style=\"color: #000000;\">int\u00e9rimaire ne saurait \u00eatre succ\u00e9d\u00e9 <\/span><span style=\"color: #000000;\">par une autre qui soit int\u00e9rimaire. <\/span><span style=\"color: #000000;\">Avant m\u00eame d\u2019\u00eatre <\/span><span style=\"color: #000000;\">lanc\u00e9 en Ha\u00efti, ce message a <\/span><span style=\"color: #000000;\">\u00e9t\u00e9 lu, par la cheffe du BINUH, <\/span><span style=\"color: #000000;\">lors d\u2019une r\u00e9union du Conseil <\/span><span style=\"color: #000000;\">de s\u00e9curit\u00e9 de l\u2019ONU. Mais cet <\/span><span style=\"color: #000000;\">revirement est intervenu au <\/span><span style=\"color: #000000;\">moment o\u00f9 les acteurs, d\u2019un <\/span><span style=\"color: #000000;\">c\u00f4t\u00e9 comme de l\u2019autre, s\u2019y at<\/span><span style=\"color: #000000;\">tendaient le moins. Car personne <\/span><span style=\"color: #000000;\">ne s\u2019attendait \u00e0 ce que la <\/span><span style=\"color: #000000;\">campagne de violence des <\/span><span style=\"color: #000000;\">gangs arm\u00e9es lanc\u00e9es pour <\/span><span style=\"color: #000000;\">chasser Ariel Henry du pourvoir <\/span><span style=\"color: #000000;\">\u00e9tait de nature \u00e0 changer la <\/span><span style=\"color: #000000;\">donne. Surtout que peu de <\/span><span style=\"color: #000000;\">gans prenait au s\u00e9rieux le slogan <\/span><span style=\"color: #000000;\">des bandits lanc\u00e9 imm\u00e9diatement <\/span><span style=\"color: #000000;\">apr\u00e8s le d\u00e9part <\/span><span style=\"color: #000000;\">d\u2019Ariel Henry, dans le cadre <\/span><span style=\"color: #000000;\">d\u2019une mission officielle <\/span><span style=\"color: #000000;\">.Pigeon voyageur, ce voyage, <\/span><span style=\"color: #000000;\">qui devait l\u2019amener, d\u2019 abord \u00e0 <\/span><span style=\"color: #000000;\">Georgetown, Guyane, pour <\/span><span style=\"color: #000000;\">assister \u00e0 la r\u00e9union des chef <\/span><span style=\"color: #000000;\">d\u2019\u00c9tat et de gouvernement; <\/span><span style=\"color: #000000;\">puis \u00e0 Nairobi, au Kenya, pour <\/span><span style=\"color: #000000;\">signer, avec le pr\u00e9sident de ce <\/span><span style=\"color: #000000;\">pays, William Ruto, in accord <\/span><span style=\"color: #000000;\">de r\u00e9ciprocit\u00e9, en mati\u00e8re de <\/span><span style=\"color: #000000;\">s\u00e9curit\u00e9, visant \u00e0 \u00e9carter le dernier <\/span><span style=\"color: #000000;\">obstacle juridique au <\/span><span style=\"color: #000000;\">d\u00e9ploiement de 1 000 policiers <\/span><span style=\"color: #000000;\">k\u00e9nyans appel\u00e9s \u00e0 diriger la <\/span><span style=\"color: #000000;\">force internationale d\u2019appui \u00e0 <\/span><span style=\"color: #000000;\">la Police nationale, dans sa <\/span><span style=\"color: #000000;\">lutte pour mettre fin \u00e0 l\u2019h\u00e9g\u00e9monie <\/span><span style=\"color: #000000;\">des gangs arm\u00e9s.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">Mais ce dernier d\u00e9placement <\/span><span style=\"color: #000000;\">du Dr Henry est cause de <\/span><span style=\"color: #000000;\">surprisses pour tous. Puisque <\/span><span style=\"color: #000000;\">ce dernier allait \u00eatre d\u00e9clar\u00e9 <\/span><span style=\"color: #000000;\">persona non grata dans son <\/span><span style=\"color: #000000;\">propre pays. Et son supporteur <\/span><span style=\"color: #000000;\">num\u00e9ro 1, les Am\u00e9ricains, qui <\/span><span style=\"color: #000000;\">ne jurait que par son maintien ; <\/span><span style=\"color: #000000;\">a la primature, exige sa d\u00e9mission. <\/span><span style=\"color: #000000;\">En sus d\u2019assumer le leadership <\/span><span style=\"color: #000000;\">de la strat\u00e9gie visant \u00e0 <\/span><span style=\"color: #000000;\">son d\u00e9part du pouvoir.<\/span><br \/>\n<span style=\"color: #000000;\">.<\/span><br \/>\n<strong><span style=\"color: #000000;\">Ariel Henry regimbe \u00e0 <\/span><\/strong><strong><span style=\"color: #000000;\">la demande de sa <\/span><\/strong><strong><span style=\"color: #000000;\">d\u00e9mission par les <\/span><\/strong><strong><span style=\"color: #000000;\">Am\u00e9ricains<\/span><\/strong><br \/>\n<span style=\"color: #000000;\">Avant m\u00eame de quitter George <\/span><span style=\"color: #000000;\">Town, capitale de Guyane, la <\/span><span style=\"color: #000000;\">semaine derni\u00e8re, pour la <\/span><span style=\"color: #000000;\">seconde \u00e9tape de son voyage, <\/span><span style=\"color: #000000;\">s\u2019est \u00e0 dire Nairobi, au Kenya, <\/span><span style=\"color: #000000;\">la demande de d\u00e9mission <\/span><span style=\"color: #000000;\">d\u2019Ariel Henry \u00e9tait dan l\u2019air. <\/span><span style=\"color: #000000;\">Mais il feignait de ne rien comprendre. <\/span><span style=\"color: #000000;\">Pourtant le Premier <\/span><span style=\"color: #000000;\">ministre d\u2019Antigue et de Bar<\/span><span style=\"color: #000000;\">buda, Gaston Browne avait d\u00e9<\/span><span style=\"color: #000000;\">clar\u00e9 que, sans une once de l\u00e9<\/span><span style=\"color: #000000;\">gitimit\u00e9, Ariel Henry devait <\/span><span style=\"color: #000000;\">d\u00e9missionner comme Premier <\/span><span style=\"color: #000000;\">ministre. De telles pr\u00e9occupation<\/span><br \/>\n<span style=\"color: #000000;\">\u00e9tat formul\u00e9es \u00e0 plusieurs <\/span><span style=\"color: #000000;\">reprises \u00e0 l\u2019occasion de ses <\/span><span style=\"color: #000000;\">p\u00e9r\u00e9grinations, dans les pays <\/span><span style=\"color: #000000;\">de la CARICOM, mais jamais <\/span><span style=\"color: #000000;\">\u00e0 ce niveau des acteurs politiques <\/span><span style=\"color: #000000;\">de ce groupe. Lors de <\/span><span style=\"color: #000000;\">ces rencontres, il \u00e9tait toujours <\/span><span style=\"color: #000000;\">cibl\u00e9, notamment, par l\u2019ambassadeur <\/span><span style=\"color: #000000;\">de ces deux \u00eeles <\/span><span style=\"color: #000000;\">aupr\u00e8s des Organisations des <\/span><span style=\"color: #000000;\">\u00c9tats am\u00e9ricains, Ronald <\/span><span style=\"color: #000000;\">Sanders, qui r\u00e9p\u00e9tait les critiques. <\/span><span style=\"color: #000000;\">Le fait que le Premier <\/span><span style=\"color: #000000;\">ministre lui-m\u00eame a d\u00e9cid\u00e9 de <\/span><span style=\"color: #000000;\">livrer le m\u00eame message \u00e9quivaut <\/span><span style=\"color: #000000;\">\u00e0 une augmentation du <\/span><span style=\"color: #000000;\">volume. N\u2019\u00e9tait-ce l\u2019ambition <\/span><span style=\"color: #000000;\">d\u2019Ariel Henry voulait s\u2019accrochant <\/span><span style=\"color: #000000;\">au pouvoir, il aurait bien <\/span><span style=\"color: #000000;\">compris que les carottes sont <\/span><span style=\"color: #000000;\">cuites avec ses supporteurs de <\/span><span style=\"color: #000000;\">la communaut\u00e9 internationale.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">La premi\u00e8re vague de <\/span><span style=\"color: #000000;\">violence de gangs lanc\u00e9e, dans <\/span><span style=\"color: #000000;\">la nuit du 29 d\u00e9cembre, la <\/span><span style=\"color: #000000;\">veille de l\u2019arriv\u00e9e d\u2019Henry, \u00e0 <\/span><span style=\"color: #000000;\">Nairobi, celui-ci n\u2019avait encore <\/span><span style=\"color: #000000;\">rien compris de ce qui l\u2019attendait. <\/span><span style=\"color: #000000;\">Il \u00e9tait, d\u2019ailleurs de tout <\/span><span style=\"color: #000000;\">repos, sachant qu\u2019il avait le <\/span><span style=\"color: #000000;\">puissant voisin comme protecteur, <\/span><span style=\"color: #000000;\">qui s\u00e9curisait son arri\u00e8re. <\/span><span style=\"color: #000000;\">Combien de fois \u00e9tait-il absent <\/span><span style=\"color: #000000;\">d\u2019Ha\u00efti et que, en d\u00e9pit des <\/span><span style=\"color: #000000;\">d\u00e9g\u00e2ts des gangs sur le reste du <\/span><span style=\"color: #000000;\">pays, il n\u2019avait \u00e0 s\u2019inqui\u00e9ter de <\/span><span style=\"color: #000000;\">rien ?<\/span><br \/>\n<span style=\"color: #000000;\">Mais il commen\u00e7ait \u00e0 comprendre <\/span><span style=\"color: #000000;\">que \u02d9 le charme \u00e9tait <\/span><span style=\"color: #000000;\">rompu &gt; avec la communaut\u00e9 <\/span><span style=\"color: #000000;\">internationale lorsque les Am\u00e9<\/span><span style=\"color: #000000;\">ricains refusaient que leur <\/span><span style=\"color: #000000;\">Arm\u00e9e escorte son retour en <\/span><span style=\"color: #000000;\">Ha\u00efti, \u00e0 l\u2019instar d\u2019Aristide, en <\/span><span style=\"color: #000000;\">1994, b\u00e9n\u00e9ficiant de la bienveillance <\/span><span style=\"color: #000000;\">du pr\u00e9sident Bill <\/span><span style=\"color: #000000;\">Clinton autorisant son retour <\/span><span style=\"color: #000000;\">derri\u00e8re 22 000 soldats de <\/span><span style=\"color: #000000;\">l\u2019Arm\u00e9e am\u00e9ricaine pour le <\/span><span style=\"color: #000000;\">servir de bouclier contre les <\/span><span style=\"color: #000000;\">Forces arm\u00e9s d\u2019Ha\u00efti (FAdH), <\/span><span style=\"color: #000000;\">alors dirig\u00e9es par les g\u00e9n\u00e9raux <\/span><span style=\"color: #000000;\">Raoul C\u00e9dras et Philippe Biam<\/span><span style=\"color: #000000;\">by second\u00e9s par le colonel <\/span><span style=\"color: #000000;\">Michel Fran\u00e7ois.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">Dans la presse nationale et <\/span><span style=\"color: #000000;\">internationale, offrant des chro<\/span><span style=\"color: #000000;\">niques sur la saga d\u2019Ariel Hen<\/span><span style=\"color: #000000;\">ry, aucune explication n\u2019a \u00e9t\u00e9 <\/span><span style=\"color: #000000;\">offerte sur le refoulement ess<\/span><span style=\"color: #000000;\">uy\u00e9 par le vol, qui avait d\u00e9coll\u00e9 <\/span><span style=\"color: #000000;\">de l\u2019a\u00e9roport Titerboro, dans le <\/span><span style=\"color: #000000;\">New Jersey, \u00e0 destination de la <\/span><span style=\"color: #000000;\">R\u00e9publique, qui a \u00e9t\u00e9 forc\u00e9 de <\/span><span style=\"color: #000000;\">faire demi-tour, avant de trouver <\/span><span style=\"color: #000000;\">hospitalit\u00e9 \u00e0 l\u2019a\u00e9roport Mu<\/span><span style=\"color: #000000;\">noz Marine de San Juan, \u00e0 <\/span><span style=\"color: #000000;\">Porto Rico. Une fois en territoire <\/span><span style=\"color: #000000;\">dominicain clandestinement, il <\/span><span style=\"color: #000000;\">se ferait embarquer de nuit <\/span><span style=\"color: #000000;\">dans un h\u00e9licopt\u00e8re dot\u00e9 de <\/span><span style=\"color: #000000;\">vision nocturne, \u00e0 destination <\/span><span style=\"color: #000000;\">de Port-au-Prince.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">Il faut se rappeler que le re<\/span><span style=\"color: #000000;\">fus, par l\u2019administration Biden, <\/span><span style=\"color: #000000;\">de faire arriver Henry au pays <\/span><span style=\"color: #000000;\">en le faisant escorter par les <\/span><span style=\"color: #000000;\">membres d\u2019une force sp\u00e9ciale <\/span><span style=\"color: #000000;\">am\u00e9ricaine signifie qu\u2019elle <\/span><span style=\"color: #000000;\">n\u2019entend pas qu\u2019il remette les <\/span><span style=\"color: #000000;\">pieds en Ha\u00efti. En tout cas, pas <\/span><span style=\"color: #000000;\">maintenant, ni par voie d\u00e9tourn\u00e9e <\/span><span style=\"color: #000000;\">ou en donnant le change <\/span><span style=\"color: #000000;\">aux autorit\u00e9s am\u00e9ricaines. Il <\/span><span style=\"color: #000000;\">semble donc que le d\u00e9collage <\/span><span style=\"color: #000000;\">de l\u2019avion de New Jersey pour <\/span><span style=\"color: #000000;\">se poser en territoire dominicain, <\/span><span style=\"color: #000000;\">agr\u00e9\u00e9 auparavant, s\u2019est <\/span><span style=\"color: #000000;\">heurt\u00e9 \u00e0 un changement de <\/span><span style=\"color: #000000;\">plan intervenu au cours du vol. <\/span><span style=\"color: #000000;\">La d\u00e9mission d\u2019Ariel Henry <\/span><span style=\"color: #000000;\">\u00e9tait donc con somm\u00e9e par ses <\/span><span style=\"color: #000000;\">patrons.<\/span><\/p>\n<p style=\"text-align: left;\"><strong><span style=\"color: #000000;\">Qu\u2019est-ce qui faisait <\/span><\/strong><strong><span style=\"color: #000000;\">croire \u00e0 Ariel Henry <\/span><\/strong><strong><span style=\"color: #000000;\">qu\u2019il pouvait forcer la <\/span><\/strong><strong><span style=\"color: #000000;\">main \u00e0 l\u2019administration <\/span><\/strong><strong><span style=\"color: #000000;\">am\u00e9ricaine ?<\/span><\/strong><br \/>\n<span style=\"color: #000000;\">Voil\u00e0 ka question qui vaut un <\/span><span style=\"color: #000000;\">million de dollars.
